The successful applicant will be reporting to the Chief Technology and Information Officer. Overview To contribute to the development of the overall departmental Technology and Information (T&I) strategy in line with the organisational vision and strategy. To provide strategic leadership and guidance in the design and implementation of a fit-for-purpose technology and information governance framework and methodology. To lead and guide the development and implementation of the technology and information governance model, policies, processes, and guidelines, and monitor and oversee its execution across ATNS. To provide strategic and tactical leadership to the Technology Planning & Governance function to ensure achievement of the T&I strategy and overall business strategy of the organisation. To lead the planning, support and quality efforts within the Technical Life Cycle of Systems of ATNS systems which include the communication, navigation and surveillance (CNS) system, Information Technology (IT) systems and applications in support of ICAO, King IV, COBIT and other relevant standards. To drive the maturity of T&I Governance across all key governance processes, while guiding multi-disciplinary teams to execute targeted initiatives to reach the desired maturity level. Develop, implement and manage the unit’s planning and governance strategy to contribute to the overall achievement departmental and organisational strategy. Manage and direct the development and implementation of atechnology governance model, methodology, policies and processes, and monitor and oversee its execution across ATNS. Ensure that system performance and service level agreements are met. Lead the departmental strategic planning process. Assess the relative impact of technology planning and governance trends to current and future enterprise infrastructure needs and projects. Participate meaningfully, providing the necessary thought leadership in appropriate regional and international bodies and fora. Study and appropriately apply the policies, plans, procedures and standards of the relevant local and international bodies. Provide specialist consultancy services to ATNS and third parties. Conceptualize and develop the ATNS CNS strategic full life-cycle management strategy, taking account of related global trends and developments while minimizing risk. Determine and quantify the airt traffic management (ATM) community CNS and ATM technology needs for incorporation into ATNS CNS processes. Facilitate adoption and continuous improvement of planning practices and processes within the department, the wider organization and the aviation community. Report on key technology planning performance metrics. Convert the requirements of the business strategies into planning requirements and associated roadmaps for the departmental services catalogue. Develop a full life-cycle management system from detailed design, implementation, maintenance, support, and disposal. Define technical deliverables, quality standards, verification, validation and acceptance methodologies, as well as plans and schedules, including high-level work assessment and testing schedules.  Develop the project management plan (PMP) including the technical baseline master schedule, resource allocation, implementation approaches and model philosophy, delivery and payment milestones. Develop technical acquisition/procurement strategy including minimum technical specifications; procurement approaches based on historic performance analysis and national technology/industry readiness levels; long-lead items procurement approach. Develop the organisational breakdown structure (OBS) including internal and external interfaces. Develop key review documents including the technical design document (TDD), PMP, support and maintenance plan (SMP), system acquisition plan (SAP) and quality assurance plan (QAP). Participate in site acceptance and commissioning tests of new systems and equipment to ensure requirements as specified are met. Manage quality and performance of systems and support the implementation of required projects. Define the departmental governance framework and methodology. Co-ordinate the creation, review and updating of all relevant policies, processes, and standards, involving key stakeholders. Drive compliance with applicable regulations, policies, and recommended practices. Create controls and processes to enable effective oversight. Manage internal and external audit engagements, and guide teams and auditors to ensure efficient audits. Drive and report on remediation of reported findings against committed dates. Define and implement relevant activities as part of the planning and governance strategy. Provide leadership, and develop and implement proper controls for governance processes in the use of technologies within the organisation. Provide leadership in defining and implementing the governance framework to enable an agile and innovative technology and information workforce. Facilitate the implementation and management of effective governance structures. Report on governance performance to the relevant structures. Develop and manage the departmental risk framework in line with the enterprise risk management framework. Drive the development and implementation of the technology business continuity plan. Integrate cyber risk into risk management practices, processes, procedures, and activities. Ensure adherence and compliance with the regulatory framework. Oversee technology and information governance initiatives and projects. Proactively manage key risks and ensure mitigating actions are well thought through and implemented. Ensure timely compilation and submission of all the required reports (internal and external) to ensure compliance. Measure the integration maturity model across all key governance processes and propose initiatives to improve the level of organization integration maturity. Monitor, evaluate and assess performance and compliance with external requirements. Develop and manage strategic relationships with key. Manage service level agreements with relevant departments to ensure expectations are managed. Manage the budget and finances in line with business needs and priorities, and within set financial parameters. Identify and prevent irregular, fruitless and wasteful expenditure cases. Provide the required supporting documents to enable effective auditing processes. Ensure that staff is managed in accordance with the relevant human capital (HC policies), processes and practices. Ensure that new employees have been properly on-boarded prior to commencing work. Proactively guide teams to ensure timely and quality delivery of services. Build and maintain meaningful interpersonal relationships. C reate and maintain a harmonious and effective work environment to support a motivated, high-performance culture. Minimum Qualifications B. Sc./B. Eng. in Engineering (Electrical/Electronics) or B-Degree in Computer Science/ Computer Studies/ Information Technology or related field. Post graduate degree in Computer Science/ Information Technology/ Technology/Information Project Management /Engineering or related field. ECSA Professional Registration as an Engineer will be an advantage. ISACA Professional Registration will be an advantage Seasoned professional with minimum 8 years of experience in IT planning and governance and risk and compliance is required, of which at least 5 years must be at management level and 3 years in management of IT Governance, Risk and Compliance within a complex operations environment.  Experience in a high technology and information electronic environment with in-depth knowledge and understanding of aeronautical communication, navigation and surveillance systems, Information technology planning and governance, information technology systems and IT projects.  Extensive experience in implementation of relevant governance frameworks e.g. Control Objectives for Information Technololgies (COBIT). Advanced understanding of technology audit requirements, including experience managing relations with auditors. Strong planning, monitoring and tracking competencies across a number of functional disciplines. Strong business acumen, including ability to interpret and apply company policies to effectively achieve objectives. Ability to translate strategic business objectives into systems strategy. Knowledge required In-depth working knowledge of relevant global and regional plans, standards and recommended practices. In-depth working knowledge of relevant frameworks and standards, e.g. COBIT, Information Technology Infrastructure Library and various ones from the International Organization for Standardisation/International Electrotechnical Commission. Knowledge of relevant legislation and regulations. A working knowledge of International Telecommunication Union regulations. Knowledge of the ATNS quality management system.
