- Deal assessment of commercial property finance transactions within the context of the Bank’s credit policy.
- Focus on the growth of the national property book whilst balancing the need for appropriate deal specific risk assessment and mitigation.
- Ongoing regional and national book management, including annual reviews of the CPF book, covenant monitoring, updating security values and loan performance.
- To liaise with the relevant staff and departments at the Bank in order to facilitate and coordinate Commercial Property Finance transactions through the entire deal process, including front office relationship managers, credit operations, TMU and Legal.
- To contribute to the structured financing solutions for various property transactions including both vanilla and mezzanine debt structures.
- To critically assess all aspects of proposed Commercial Property Finance transactions and either approve deals within the delegated mandate of the Credit Manager or provide recommendations thereon to the Head of Credit: CPF and various deal approval committees.
- To critically assess all aspects of a property transaction, including costs, leases, physical condition, specialization, location and market demand to ensure viability of transactions.
- To review the feasibility studies and amortization projections i.r.o. viability of property transactions and predict the timing of utilizations and repayments.
- To conduct a thorough financial and risk analysis to determine the client’s ability to service and repay debt facilities.
- To contribute towards the compilation of all credit recommendation and other documents to ensure that these are correctly written/motivated for the required submission.
- To present, discuss and debate CPF transactions at the relevant credit committee(s) to see these transactions through to conclusion.
- To mentor junior Credit staff.
- To be a subject matter expert on CPF transactions and have a deep understanding of the South African CPF market, including general property trends, nodal and sector risk and underlying economic indicators that affect the CPF market.
MINIMUM EDUCATION
- Minimum of BCom/ Hons in Accounting, Economic, Finance, Property studies or related qualification.
- CA(SA), CFA, MBA, MCOM highly advantageous
MINIMUM EXPERIENCE
- Minimum (5 – 8 years) in Credit Evaluation and decisioning (as well as structuring).
- Strong understanding of commercial property fundamentals. i.e. office, industry, retail, residential, development green and brown fields and specialized property.
- Previous supervisory/managerial experience in Credit.
- Previous individual mandate holder.
- Strong financial analysis, reflect understanding of concepts such Capex, Opex, free cash flows, financial ratios, etc.
- Portfolio management capabilities i.e. effective management of arrears, financial covenants, property valuation reports, annual loan reviews and any related covenant or conditions.
KEY PERFORMANCE INPUTS / ACTIVITIES
Deal Origination
- Participate in the Commercial Property finance credit deal forum.
- Provide valuables inputs, insights and guidance to the front office team with respect to deal structuring.
- Participate in client meetings/ property site visits and gather valuable insights through thorough understanding client’s needs and requirements.
- Gather data which will assist in reducing credit risk with the Bank’s risk appetite.
Credit Risk Assessments of New Deals and Ongoing Book Management
- Evaluate new to bank and existing clients CPF credit applications that are submitted to Credit, including comprehensive property related risks, financial risks, security values, the Bank’s return on capital and exit strategy, within the Bank’s lending frameworks and credit policy.
- Assess complex transactions involving structured finance, mezzanine finance, profit sharing, syndicated loans.
- Assess credit worthiness of counterparty by reviewing:
-Client’s track record, property experience, including ITC.
-Analyzing and interpreting historical financial statements.
-Assessing Property Fundaments: Location, Rent Roll, leases, Property type etc.
- Analyzing and interpreting forecasted financial ratios as well as scenario testing analysis.
- Creating and analyzing complex property financial models (including sensitivity analysis) to support new to bank credit applications and to review existing portfolios/facilities.
- Manage, assess and suggest alternative property funding solutions by making recommendations based on the credit policy guideline.
- Ensure restructure and classification checklist are completed where applicable for existing client credit requests.
- Ensure compliance by recommending facilities based on the credit policy guideline and in conjunction with Bank strategy within delegated mandate.
- Prepare and present well-structured credit recommendations (covering critical aspects of the transaction and appropriate risk mitigants) in support of the transaction to the Head of Credit: CPF and/or relevant Credit Committee(s).
- Review credit recommendations provided by Credit Analysts and make recommendations within delegated mandate.
- Ensure that credit applications are actioned within agreed SLA’s.
Legal
- Attend meeting with internal and external attorneys on both new and existing transactions to ensure that the Bank is adequately secured.
- Review of legal documents for approved credit transactions, ensuring accurate credit sanctioning in line with credit approval through meticulously reviewing commercial terms in loan agreements.
Post Credit Approval and Loan fulfilment
- Ensuring correct, complete and accurate security documentation is received prior to pay-out.
- Ensuring all supporting documents including approved applications are filed in the appropriate drives.
- Ensure that legal documents are signed off as per signatory authority level.
- Assess appropriate Conditions Precedent prior to disbursement, manage the verification of draw-dawn requests and cashflows during the development period, and final CP’s post completion of the development
- Ensuring all credit payments are done in line with the Bank’s authority to transaction resolutions.
Credit Policies and procedures
- Enhancing/Development/Implementation of Bank and departmental policies, processes and procedures
- Ongoing and proactive monitoring of sector/asset class and counterparty developments.
- Ensuring timeously portfolio management, annual reviews, arrears management, over limits.
- Review and sign-off on annual financial statements reviews.
- Manage bi-annual/annual review of covenants.
- Conducting site visits and giving formal feedback in team meetings.
IT
- Liaising with IT Project Manager for enhancements of the Online Credit System and n Cino.
Management and mentorship of staff
- Ensure that staff being mentored are aware of what their roles and responsibilities are regarding the deal making process and the administration that comes along with it.
- Provide the necessary training and guidance to enable staff to learn and grow within the organization, while adopting the culture of the Bank and looking after the best interest of the Bank.
Governance and Regulation
- Prepare and/or review minutes prepared by Credit Analysts for BCBCC (Internal Credit Committee).
- Understand and assist with the Bank's commitment to its corporate governance policies within the workplace, economy, society and environment.
- Understand and ensure compliance with bank related statutory and regulatory requirements.
